How to Achieve Long-Term Transitions towards Full Decarbonisation

Description The 8th Annual Meeting of the LCS-RNet was held on 6-7 September in Wuppertal, Germany, co-hosted by the Wuppertal Institut fur Klima, Umwelt. Energie (WI) and the Federal Ministry of the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), with support from Deutsche Forschungsgemeinschaft (DFG) and Japanese Ministry of the Environment (MOEJ). The agenda addressed: 1) how to trigger non-linear transformation toward full decarbonization by 2050 as targeted by G7 (Elmau), COP 21 (Paris) and G7 EMM (Toyama), 2) how a new deal for green growth can be designed and achieved, 3) how to explore and exploit synergies between the Sustainable Development Goals and low-carbon societies, and 4) the new-role of science in the context of the SDGs and climate policy after Paris. The meeting consisted of four plenary session and eight breakout sessions on subjects including energy transition, long-term decarbonisation scenarios, low-carbon cities, land use, low-carbon development technology and sustainable consumption and production (SCP).Many of the presentations reflected post-Paris Agreement tendencies, such as positive and concrete action plans promoted by governments, cities and the private sector.

It also considered a statement from LCS-RNet, which will be disseminated in the process towards the 21st Conference of the Parties (COP21) of the United Nations Framework Convention on Climate Change (UNFCCC) in Paris.

It also considered future plans and expectations of the LCS-RNet in the run-up to the 21st session of the Conference of the Parties (COP21) to the United Nations Framework Convention for Climate Change (UNFCCC) in Paris.

Description The 5th Annual Meeting of the LCS-RNet was held on 22-23 July in Yokohama, Japan, co-hosted by the National Institute for Environmental Studies (NIES), the Institute for Global Environmental Strategies (IGES), and the Ministry of the Environment of Japan (MOEJ). The meeting addressed the importance of de-carbonization in material flows under the expectation that changes in energy systems and technological innovation alone will fail to reduce global carbon dioxide emissions sufficiently. It also focused on transitions to low carbon societies that can be implemented through various activities such as financing, social and regime changes and knowledge sharing activities through networks such as LCS-RNet and through knowledge sharing platforms. In the last session, global challenges faced in creating LCS and future expectations towards LCS-RNet were discussed.

The meeting took place at a challenging time for low-carbon transitions, with continuing macroeconomic challenges, technological challenges, changing policy priorities and a resurgence of the fossil fuel economy. The key findings in the report lie in five areas: technological and behavioural responses; finance and green growth; valuing carbon and the coordination of polices at multiple levels of governance; developing scientific evidence and the science-policy interface; and enhancing international collaboration.

Description The 3rd Annual Meeting of LCS-RNet was held on 13-14 October, in Paris, France, co-hosted by the French Ministry of Ecology, Sustainable Development, Transport and Housing (MEDDTL) and the International Research Center on Environment and Development (CIRED), in association with the French Environment and Energy Management Agency (ADEME). The meeting addressed the many facets of the “paradigm shift” in climate policies demanded by the Cancun agreement. In spite of the difficult economic background against which international negotiations are currently taking place, the meeting noted that this paradigm shift offers substantial opportunities to reconcile long-term challenges with the concerns of the current generation. The temptation to postpone decisions needed to tackle a very long-term problem must be avoided.

Description In December 2015, world leaders agreed at COP21 to limit the average global temperature increase to well below 2℃ compared to pre-industrial levels. While, in another historic UN summit in 2015, they adopted the 2030 Agenda for 17 Sustainable Development Goals (SDGs).
Climate change is considered as one of most important and urgent SDGs.
Moreover, many actions towards mitigating climate change can also help to achieve other SDGs.

The meeting, under the theme of “Carrying out the Paris Agreement: Role of research communities in supporting science-based climate policy”, stressed the growing importance of incorporating science-based knowledge into policymaking, in view of the high likelihood of adoption of the Paris Agreement, and calls for its steady implementation and increased transparency. The meeting also portrayed Asia as having already taken actual action - for example, by making efforts in some cities and devising individual projects that make use of the Joint Crediting Mechanisms (JCM).

Description The second Annual Meeting of the LoCARNet was held on 24-25 July 2013 in Yokohama, Japan, co-organized by the National Institute for Environmental Studies (NIES), the Institute for Global Environmental Strategies (IGES), and the Ministry of the Environment of Japan (MOEJ). The discussions in the meeting highlighted the key issues of interpreting and aligning the research findings on low carbon development with practical applications. In the context of the 2020 policy framework, the discussions focused on: a comparison of the reduction potential of Asian countries for achieving the “2oC target,” emissions reductions in the agriculture, forestry and land use sectors, the role of cities as pioneers for low carbon societies (LCS), a roadmap of research, development and demonstration (RD&D) for the low carbon technologies in Asia, and the capacity needs in countries to implement the low carbon roadmap.

Description Following on from FY2013, this report summarised activities in FY2014 of both LCS-RNet and LoCARNet.. LCS-RNet, which began its second phase from FY2014, aims to integrate both mitigation and adaptation policies. LCS-RNet has also focused on impact generation, and set a target to make proposals towards COP21 which will be held in Paris, France in 2015. Various activities which have been carried out by LoCARNet, including organising meetings or workshops in Asian countries are starting to encourage local spontaneous movements, which have led to the LoCARNet Bogor Declaration, made at the LoCARNet 3rd Annual Meeting in Bogor. This declaration proclaims that Asia is ready and capable to make policies for stabilising the climate.
