USAID LEAD and Thailand to Cooperate on Corporate Greenhouse Gas Reporting Program

Experts from the USAID Low Emissions Asian Development (LEAD) program met with officials from Thailand’s Greenhouse Gas Management Organization (Public organization) (TGO) during January 20-24, 2014 to discuss development of a greenhouse gas (GHG) reporting program for businesses and organizations in Thailand. The USAID LEAD program and TGO agreed to collaborate on establishing a voluntary corporate GHG reporting program, which includes measurement, reporting and verification (MRV) guidelines, and a GHG registry − the platform for reporting and collecting emissions data. A corporate GHG reporting program helps organizations understand how they can manage and reduce their emissions, as well as identify carbon-related risks and opportunities; and provides government with critical information to inform policy and regulatory decisions. Development of a corporate GHG reporting program was identified as a key activity in the partnership agreement established in 2013 with Thailand under the US Government’s Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) initiative. As a next step, the USAID LEAD program will conduct a webinar on the basics of corporate GHG reporting for relevant TGO staff on February 4, 2014.

A seminar on “Voluntary Carbon Market: Gold standard”

Thailand Greenhouse Gas Management Organization (Public organization) (TGO) held a seminar on “Voluntary Carbon Market: Gold standard”. The seminar informed project developers, designated operational entities and consultants of the voluntary carbon market and Gold Standard, and guidance on how to achieve the level of the Gold Standard as well as T-VER in GHG mitigation projects. The seminar was held from 8.30 – 12.15 at the Swissotel Le Concorde hotel, Bangkok.

The second consultation meeting on “Thailand Voluntary Emission Trading Scheme”

Thailand Greenhouse Gas Management Organization (Public organization) (TGO) held the second consultation meeting on Thailand’s Voluntary carbon market and Emissions Trading Scheme (Thailand VETS). The objective of this meeting is to disseminate its study results on Thailand VETS and to seek comments from participants on, for examples, operation rules, the appropriate institutional framework, targeting, issuing the permit orders, GHG calculation, Measurement, Reporting and Verification (MRV) system, and incentive measures. Participants included academic institutions, verifiers and consultants. The seminar was held from 13.00 – 16.30 at the Century Park hotel, Bangkok.

Environmental-friendly Gomane community

The Good Governance for Social Development and the Environment Institute (GSEI) and Wichienburee Municipality, Petchabun Province, cooperatively supported Gomane community in a project so-called “Environmental-friendly Gomane community”. Main activities of this project include improving municipal waste management, reducing waste generation, promoting source separation of waste, improving city cleanliness and re-decorating city landscape. Data related to waste generation and amount by type of waste were recorded and subsequently used in calculation to estimate CO2 emission from waste disposal practice. After a year, the project is found to be very successful. Habitants in the Gomane community are familiar with source separation of waste. They benefit from waste recycle and material recovery. Each household could reduce about 9 kg of waste per month.

Bangkok toward Low Carbon City

Department of Environment, Bangkok Metropolitan Administration (BMA) has issued 2014 Bangkok action plan that aims to develop Bangkok to be a good-environment city. It promotes efficient waste management, 3Rs, and resource recovery. It encourages public awareness and participation in waste reduction and source separation. Waste collection will be more efficient taking into account different type of waste must be collected separately. Waste utilization technologies such as waste incineration, composting, and anaerobic digestion are encouraged. This action plan complies with BMA 12-year development plan (2013 – 2016) which BMA has a goal for Bangkok to become a sustainable low carbon city.

A seminar on “COP-19 outcomes and JCM”

Thailand Greenhouse Gas Management Organization (Public organization) (TGO) and the Institute for Global Environmental Strategies (IGES) organized a seminar where speakers discuss on the outcomes of COP-19 and Japan’s Joint Crediting Mechanism (JCM). TGO and IGES continued its series of consultation meetings to discuss developments in T-VER and T-VETS on 27 and 29 January 2014. The consultation meetings will be help at TGO’s office in Chaeng Wattana, Bangkok.

Industrial Environment Clinic

The Industrial Environment Institute, Federation of Thai Industries, establishes an “Industrial Environment Clinic”. It aims to help registered members to (1) improve environmental management standard to comply with industrial environmental laws, (2) become eco factory / green factory, (3) improve and increase process efficiency and lower the cost, and (4) promote corporate social responsibility. The clinic provides comprehensive services including consultancy on eco product, eco factory, eco industrial town, carbon footprint, clean technology. The clinic can also provide environmental monitoring and analysis as well as process design, installing and retrofitting pollution control system of the plant. Furthermore, it will organize seminars, workshops, visiting trips and offer other useful approaches for green development of members.
