Completing the legal framework to help businesses invest in green growth

According to the Resolution on “Actively respond to climate change  and strengthen resource management and environmental protection” ( No. 24-NQ/TW ) , Vietnam will promote the shift of green growth model associated with restructuring the economy towards green growth and sustainable development. In order to create favorable conditions for businesses to invest in green growth, the government should improve the legal framework and build specific policies to support enterprises.

2005 Law on Environmental Protection Amendment: Balancing the responsibilities and powers of the State and enterprises

The Law on environmental protection in 2005 marked a giant leap forward in the development of the legal system of environmental protection in our country. It has made important contributions in the protection of the environment, overcoming pollution over time. However, along with the rapid changes of real life, the Law on Environmental Protection 2005 has soon revealed its limitations and shortcomings. Thus, at the moment, Vietnam is in the process of amending this Law on so that the state management of the environment can be carried out with high efficiency.

Conservation and sustainable development of natural ecosystems

The National Strategy on Biodiversity in 2020, with a vision to 2030 has just approved by the Prime Minister. Under this strategy, the important natural ecosystem, species, endangered and rare genetic resources are under conservation andsustainable use in order to contribute to national developmenttowards green economy and actively respond to climate change. The Ministry of Natural Resources and Environment is the host to coordinate and unify the implementation of this strategy.

Pilot on payments for ecosystem services in Mui Ca Mau National Park

Developing pilot mechanisms on payment for ecosystem services in Mui Ca Mau National Park is the content of the workshop to pilot a payment structure for the coastal wetland ecosystem services (PES) in Mui Ca Mau National Park in Vietnam financed bySwedish International Development Cooperation Agency (SIDA) and hosted by the Ministry of Natural Resources andEnvironment.

IFC supported the implementation of efficient use of energy in buildings

Ministry of Construction announces that the ministry is cooperating with International Financial Corporation (IFC) to apply National Technical Regulation QCVN 09:2013/BXD of construction effectively using energy in order to reduce energy costs and emissions of greenhouse gases in response to climate change.

Applied subjects are constructions such as office buildings, hotels, hospitals, schools, business centers and corporate housing, which have a total floor area of 2.500m2 and above. The new regulation coming into force on November 15th 2013 is one of the measures of Government to achieve the goal of reducing emissions of greenhouse gases by 8 to 10 % in the period 2011-2020.

New project of oil refining and industrial used oil recycling plant in Vietnam

On October 25th, Deputy Minister of Natural Resources and Environment Bui Cach Tuyen received and had a working session with Mr. Plamen Bobotov, Prista Oil Company Chairman, Bulgaria on the oil refining and industrial used oil-recycling Project in Vietnam. Reportedly, this project will create an effective system for the preventing of used oil discharged into the environment- in which Vietnam lacks handling experience.

Experiencing Green Energy

A conference and international Expo titled “2013 Experiencing GreenEnergy and and Energy Saving” took place at the Reunification Palace(Ho Chi Minh City). The event is open with an aim to provideinformation in response to the urgent need for change such as rebalancing the economy and urbanization and other sustainable resources. This activity is one of the events to be deployed all over the world to address energy and sustainable development challenges.

Strengthening PPP in emission reduction and climate change adaptation

On 30 October, Deputy Minister of Natural Resources and Environment Tran Hong Ha has received Mr. Yvo De Boer, International Consultant, Director in charge of climate change and sustainable development of the international auditing firm KPMG. The two sides have exchanged ideas on reducing greenhouse gas emissions and adapting to climate change in Vietnam. The most important thing of the meeting focuses on cooperation between public and private sectors.
