第4回LoCARNet年次会合が2015年10月11日から13日にかけて、マレーシア・ジョホールバル州において開催されました。

アジア各地の研究機関、政府機関、自治体、大学やNGOなどから、総計200名の科学者や政策決定者が集まり、アジアの低炭素発展を今後どのように進めていくかを議論しました。会合ではLoCARNet イスカンダール・マレーシア宣言が発表されました。この宣言はCOP21やそれまでの様々な国際的な機会において世界に発信されます。

この会合における主要な議題の一つは、COP21まで及びその後の世界における低炭素社会実現のために全てのセクターの人々が起こすべき具体的な行動にフォーカスすることでした。この文脈から、本会合は都市に関する3つのセッション(適応、教育、低炭素)と、COP21以降を見据えたファイナンス、土地利用(LULUCF)、持続可能な消費と生産(SCP)の3つのセッションという合計6つの分科会を軸に構成されました。

さらに基調講演では、AITのLohani氏による都市のファイナンス、IGESの甲斐沼研究顧問によるSDGと気候政策の面から見たアジアの発展パス、IPCC第3作業部会共同議長であるP.R. Shukla氏のSDGを考慮した気候政策の優位性、マレーシア産業省(KETTHA)の技術戦略などが議論され、世界気候政策の観点から、研究アジェンダの方向を共有できるような構成となりました。全体としてCOP21に向けてアジア各国の研究力の向上が各セッションで見受けられ、会場の内外で活発な議論が起こりました。

クロージングセッションでは、参加者一同の合意の下でLoCARNet イスカンダール・マレーシア宣言が発表されました。この宣言は、アジアがその責任の重さを認識し、科学的気候政策の推進で貢献する意思を世界にしめすもので、COP21やその他の様々な機会において世界へ発信される予定です。
