Summary of the Workshop
Cambodian Workshop called “A Systematic and Quantitative Design of Low Carbon Development Plan for Cambodia.” was held on 22nd April 2013 in Phonon Penn, Cambodia. This workshop was organised by Ministry of Environment Cambodia, Kyoto University (KU), National Institute for Environmental Studies (NIES) and Institute for Global Environmental Strategies (IGES)/LoCARNet (Low Carbon Asia Research Network). Around 60 participants attended at the workshop from different ministries including Ministry of Environment Cambodia, Ministry of Tourism, Ministry of Energy, Ministry of Transportation and researchers from universities and research institutes.

During the meeting, the progress of Cambodian climate change polities and strategies and related sectoral policies were introduced by various ministries in the morning session. In the afternoon session, the climate change related programmes conducted by an university in Cambodia were introduced to indentify the potentials of Cambodian university. Also the benefits of establishing low carbon research network within a country to develop the capacity and integrate the issues on different sectors to combat against climate change were identified. It was also emphasised that the participation on low carbon research network in regional base like LoCARNet is useful for Cambodia to share information and learn from researchers in Cambodia as well as in other countries.

Objectives:
–  To introduce a preliminary study on a Systematic and Quantitative Design of Low Carbon Development Plan for Cambodia to Government officers, researchers and academia;
–  To collect the inputs and comments from the participants on detail actions to reach 4 identified policies and 12 strategies; and
–  To engage the researchers and academia in Cambodia with the research institutes and academia in Japan for the future LCS research and collaboration.

Expected outputs:
–  LCDP for Cambodia scientifically understood and politically supported;
–  Detail actions for LCDP identified;
–  Future collaboration and engagement of researchers and academia in Cambodia with Japanese side entrenched.
