In response to the nuclear accident at Fukushima, it is time to re-consider Japan's policy to combat global warming. Meanwhile, under the United Nations Framework Convention on Climate Change (UNFCCC), discussions are on-going towards developing a framework for climate stabilisation in which all nations of the world should participate from 2020. Furthermore, each country is being engaged in greenhouse gas reduction policies respectively in a proactive manner. The International Research Network for Low Carbon Societies (LCS-RNet), begun by a Japanese initiative, has recently launched a special issue of the Climate Policy journal, which shows directions and ways forward on how to achieve a low-carbon society, and includes a comparison of low-carbon policies in each country. In this regard, the Institute for Global Environmental Strategies (IGES), which serves as the Secretariat for LCS-RNet, will provide an opportunity to discuss Japan's low-carbon, green growth policies with IGES affiliate members and others who are interested in these themes, based on the report in the Climate Policy journal.

The Special Issue addresses various perspectives of global vision to achieve low carbon growth and development, the link between low-carbon development, sustainable development and the environment, and the role of technology, behaviour and societal dynamics in promoting change. This Issue includes analysis of financial system and policy determinants for a transition towards a low carbon society, potentials for China to support global 2 degree target of the Cancun agreement, recommendations for mitigation policy in Brazil, impact to investment risk for the development of low-carbon technologies in England, transportation policy designing settlements so as to reduce mobility needs, low carbon policy in Germany to decarbonise its electricity system without recourse to nuclear power or CCS.

The UK Department of Energy and Climate Change (DECC), UK Energy Research Centre (UKERC) and the International Research Network for Low Carbon Societies (LCS-RNet) Secretariat co-organised a side event entitled "Achieving Low-Carbon Societies -Common Challenges" held on 27 November 2012 at COP18 in the EU pavilion, Doha, Qatar.

The side-event summarised the results of the LCS-RNet 4th Annual Meeting held last September, in Oxford, UK, and then discussed the roles and ways forward for knowledge-sharing networks such as LCS-RNet. In addition, as the LCS-RNet will conclude its 1st Phase in March 2015, there was also a discussion on the future of LCS-RNet towards the 2nd Phase, including its structure and activities.

The 4th Annual Meeting of the LCS-RNet was held on 17-18 September, in Oxford, United Kingdom (UK), co-hosted by the UK Energy Research Centre (UKERC) and the UK Department of Energy and Climate Change (DECC). The key findings from the meeting lie in five areas: technological and behavioural responses; finance and green growth; valuing carbon and the co-ordination of polices at multiple levels of governance; developing scientific evidence and the science-policy interface; and enhancing international collaboration.

■ Objective

The meeting will bring together low carbon society researchers and stakeholders to exchange knowledge and learn from past experiences from various countries and institutions. These may include exchanges between developed and developing countries, cities and rural areas, national and international development and governance.

■ Concept
The meeting will be structured with two main objectives:
1) climate challenge and 'green growth': paradigm shift; and
2) conditions of a major shift in innovation patterns and technical systems.

Recognising the needs for stronger science-society-policy interaction to move towards LCS, the agenda has been developed aiming to examine how, instead of being framed in terms of burden sharing, these policies should be designed so as to "offer substantial opportunities and ensure continued high growth and sustainable development". The workshop will allow for an open exchange of views about the many facets of these opportunities and how to launch a long run transition towards a low-carbon society.
